The eighteenth of April, second year of Changzhi, was foreordained to be a day that would forever remain in the history books.

Provincial Governors Yue Changfeng of Huainan, Wang Shiqi of Xiang, Cen Hongfang of Jingchu, and Fang Gao of Sui, along with Commander Zhao Xicheng of the new Jiangnan army, all jointly attached their signature to the Manifest for Requesting an Establishment of a New Law for Expanding the Hall of Prolonged Honor, which had been proposed by Iron Cavalry Commander Fu Shen, and chiefly penned by Heaven Mend Envoy Yan Xiaohan.
