In the author’s note, she made a pun. Ji Yuezhi’s name 级越之 means “to exceed ranks”. 
Ji meaning rank or level, Yue meaning exceed or more and Zhi being a possessive particle, you could interpret his name as “owning excellence or the definition of excellence” haha. 

Zuo Luohan said “越直越骚 Yuezhi Yuesao”, transliterated as “more upright more coquettish”. Same 越 as in Yuezhi’s name.

On that note, Zuo Luohan’s name 左洛欢 means Vigorous Left River. Zuo meaning left, Luo being a name for rivers, and Huan being vigorous or happy.
Neither last names are commonly used I don’t think, might be made up for the interstellar era or to reflect their personalities.
