C10: Flood Control

Since then, we have carried out Yulis’s plan. We left the flood control work to Zeon, and asked Hal to organize the cleanup work and the police force.

Things didn’t go well at first, but as the police force strengthened its crackdown, the slums disappeared in no time at all. As they disappeared, Hal and Zion’s workload increased as they had to deal with the growing number of civil servants, making them look like employees of a respectable black company.
